From Raleigh Area: Take 401 north to hwy 98. Turn right on 98 stay on 98 to downtown Bunn; Turn right on hwy 39 south facility is approximately 1 mile on the right.
From the southeast area:
Take interstate 95 north to Selma exit hwy 70 west to hwy 301 north out of Selma, N.C. Turn left onto hwy 39 north. Drive for 30 minutes. Facility sits on the left.

Franklin Correctional Center officials will open and read and inspect all received general mail and packages. Received general mail can be read as frequently as necessary to keep security or monitor a particular problem having to do with a certain inmate.

Inmate Money

Each state correctional institution has a Commissary which serves to provide prisoners a bank-like account for prisoner funds and for buying things not issued to inmates by the facility.

How to Send an Inmate Money

Friends, family, or other people can deposit funds to inmate’s Commissary accounts using Western Union or by mail.

Via U.S. Postal Service: An inmate’s family and friends are able to send inmates funds through the postal service and have to send the money to the address below and do so in accordance with the steps provided below:

The money must be in the form of a money order made out to the prisoner’s full committed name and complete eight-digit register number. You are advised to use a post office money order, since all non-postal money orders processed through the National Lockbox will be held for a 15-day hold period, and during this period the prisoner will not have access to the funds. The Bureau of Prisons will send back funds that don’t have correct inmate info but only if the envelope you sent it in has an adequate return address. Cash and personal checks cannot be deposited to the prisoner’s account so don’t send checks or cash.

Inmate Visitation

Before you go to visit an inmate at Franklin Correctional Center, you must be aware of this information:

Inmate Visitation Schedule

Visitation for regular population is on an alphabetical rotation schedule on Saturdays and Sundays. 9:30am – 11:30am and 2:00pm – 4:00pm
No visits are scheduled on Christmas Holiday.
Segregation/Non-Contact/Attorney Visit/ are by appointment only Monday-Friday. Appointments may be made by contacting Program Staff at (919) 496-6119.

Visitation Sign-In and Check-In

The entrance officer will make sure all visitors sign the inmate visitors log before they enter the visitation area and upon exiting.

Identification Required

Positive picture id of visitors is required. Acceptable forms of ID are Driver’s License and Social Security Card; but, a state photo id is OK.

Victim’s Rights

The Victim Rights Act grants victims the following rights:

The definition of victim includes:

  • Spouses and children of all victims.
  • Parents and guardians of minor victims.
  • Parents, guardians and siblings of mentally or physically incapacitated victims or victims of homicide.
  • Foster parents or other caregivers, under certain circumstances.

There are a number of services and programs designed to help victims and their families. You can find out about these services by contacting the courthouse, or local law enforcement agency.

Victim Notification

The Department of Justice Victim Notification System (VNS) is a system that provides victims with information pertaining to their case and/or any defendants in the case. You will receive a Victim Identification Number (VIN) and a Personal Identification Number (PIN) that will allow you to access VNS via the internet or by phone. Here, you will find information about future court hearings, historical court events, and detailed information about the defendant. This will include criminal charges filed, the outcome of charges, sentence imposed, custody location, projected release date and any other release information. The VNS website is updated daily. You will also receive any ongoing information by mail or email.
