Anyone can add funds to inmate’s accounts with Western Union or by mail.
Via U.S. Postal Service: Inmates’ families and friends are able to send inmates money through the mail and must send the money to the following address and do so in accordance with the rules written below:
The money has to be a money order made out to the prisoner’s full committed name and complete eight-digit register number. It is best if you use a U.S. Postal Service money order, since all non-postal money orders that are processed through the National Lockbox will be subject to a 15-day holding period, and in this time the inmate will not get the funds. The Bureau of Prisons will send back money orders that do not have correct prisoner info but only if the envelope you sent it in has an adequate return address. Checks and cash will not be deposited so don’t send cash or checks.
